    Why running staff pay works differently

    Loco Pilots and Assistant Loco Pilots are "running staff", and that classification changes how their pay is built. Almost every other central government employee draws a basic pay plus a predictable set of allowances that are the same every month. Running staff draw those too — but a significant part of their earnings comes from kilometrage, paid by distance operated rather than by time served.

    The practical consequence is that a Loco Pilot's payslip varies month to month even with no change in grade, city or DA. Two colleagues in the same grade at the same shed can take home different amounts because they worked different links. Any salary figure quoted for this cadre without stating the assumed kilometres is incomplete, which is why the calculator above asks for yours.

    The running cadre ladder and its pay levels

    The progression from entry to the senior-most driving grade crosses several pay levels, and the jumps are large:

    • Assistant Loco Pilot (ALP) — Level 2, starting basic ₹19,900
    • Loco Pilot (Goods) — Level 6, starting basic ₹35,400
    • Loco Pilot (Passenger) — Level 6
    • Loco Pilot (Mail / Express) — Level 7, starting basic ₹44,900

    The ALP to Loco Pilot (Goods) step is the defining financial event of the career. Moving from Level 2 to Level 6 nearly doubles the starting basic, and because DA, HRA, TA and NPS are all computed on basic, everything else moves with it. Kilometrage rates also improve with grade, so the promotion lifts both halves of the pay packet at once.

    How basic pay grows inside a grade

    Within your level, one annual increment moves you one cell to the right — about 3% a year. Level 6 runs from ₹35,400 to ₹1,12,400 across its 40 cells, so a Loco Pilot who has spent fifteen years in the grade is on a very different basic from one just promoted. Set the "years in grade" selector to your actual cell rather than accepting the entry value, or the whole calculation will be low.

    Where promotion stalls, MACP provides a financial upgradation after 10, 20 and 30 years of service. It changes your level; the annual increment changes your cell within it.

    Running allowance (kilometrage) in detail

    Kilometrage is fixed as a rate per 100 kilometres operated and rises with the grade you hold. Enter the kilometres you typically run in a month and the calculator applies your grade's rate.

    A deliberate choice in this tool: kilometrage is shown as a separate line and DA is not compounded on top of it. Running allowance interacts with pay rules in ways that vary by context — it counts as pay for some purposes, such as certain retirement benefit calculations, and not for others. Showing it plainly and not inflating it with DA is the conservative reading, and it means the figure you see is one you can defend against your own payslip rather than one that flatters the total.

    Because rates are revised by Railway Board circular, treat the per-kilometre figure as the component most worth confirming against your current pay rules if precision matters for a loan application or a settlement.

    Dearness Allowance

    DA is a percentage of basic pay, revised each January and July against the All India Consumer Price Index for Industrial Workers, and currently stands at 60%. On a Level 6 basic of ₹35,400 that is ₹21,240 a month. Change the DA field above to model a coming revision — for Level 6 and 7 staff each 3% DA instalment is worth over a thousand rupees a month.

    HRA and Transport Allowance

    HRA follows your posting city's classification: 30% of basic in X cities, 20% in Y and 10% in Z, at the current DA level. Loco Pilots are often based at sheds attached to smaller towns, so the Z rate is common and is a large part of why quoted "Loco Pilot salary" figures differ so much between sources. If you occupy railway quarters, HRA is not payable.

    Transport Allowance is a flat slab by level plus DA on that slab. Level 6 and 7 both draw the middle slab, higher in metro (higher TPTA) cities than elsewhere.

    Night Duty Allowance

    Running staff work nights as a matter of course. NDA is (basic + DA) ÷ 200 for each hour of night duty, with a 10-minute weightage so an hour between 22:00 and 06:00 counts as 70 minutes.

    One point matters more for Loco Pilots than for Group D staff: the basic pay used in the NDA formula is capped. Level 6 and Level 7 basics quickly exceed that ceiling, so beyond it further increments do not raise your NDA hourly rate at all. A senior Loco Pilot and a newly promoted one can draw identical night duty allowance for the same hours.

    Deductions — and the CGHS error

    For post-2004 entrants the deductions are NPS at 10% of basic plus DA (with the government adding 14%), CGEIS, and income tax under whichever regime you have opted for.

    No CGHS subscription is deducted. Railways run their own medical system — railway hospitals and health units while you serve, the UMID card for identification, and RELHS after retirement — and railway employees sit outside the Central Government Health Scheme. Several popular salary calculators show a CGHS line on railway payslips; it is incorrect and it makes the projected in-hand figure lower than reality. This calculator omits it deliberately.

    Pre-2004 entrants are on the old pension scheme with GPF instead of NPS.

    Loco Pilot salary under the 8th Pay Commission

    The 8th CPC's fitment factor is not notified. On this site's working assumption of 1.92×, a Level 6 basic of ₹35,400 would become roughly ₹67,968, and a Level 7 basic of ₹44,900 about ₹86,208.

    Read the projection carefully. DA resets to zero at implementation because the fitment factor has already absorbed the accumulated DA — a table showing a 1.92× basic and 60% DA together is double-counting, and you will see that error in a lot of circulating WhatsApp images. HRA, TA and the allowances are then recomputed on the new basic. What happens to kilometrage rates under the 8th CPC is genuinely unknown and the projection above simply scales them, which is an assumption rather than a rule.

    Reading your own payslip

    Check in this order: does your level and cell produce the basic shown; is DA the current percentage of it; does HRA match your city classification; is TA the right slab; and finally, does the kilometrage credited match the distance you actually ran, and the night duty hours the nights you actually worked. Those last two are the lines that vary, and they are where genuine discrepancies almost always turn up.
