    The official pay matrix consolidates 35 historic scales into 19 levels with 40 cells each. Every Central Government employee's basic pay sits in one of these cells.

    How to read the pay matrix

    The pay matrix is read column-wise (level) × row-wise (increment cell). Find your level on the left, then read across to find your current basic. Each cell represents one annual increment from the previous; the 40th cell is the maximum of the level. On promotion, you move one cell right in your current level, then jump to the next level at the same or just-higher value.

    7th CPC Pay Matrix — Everything a Central Government Employee Needs to Know

    The 7th Pay Commission pay matrix was introduced with effect from 1 January 2016 and replaced the complex grade-pay-plus-pay-band system of the 6th CPC. It has 19 levels (1–18 + 13A), each with 40 cells. Your basic pay sits at one cell; each year on your annual increment date you move one cell to the right (approximately 3% higher). The starting cell for each level was fixed using a fitment factor of 2.57 applied to the 6th CPC pay.

    How Pay Fixation Works on Promotion

    On promotion from one level to the next, the government follows a two-step rule: first, grant an increment in your current level (move one cell forward); then fix pay in the new level at the cell equal to or just above this post-increment basic. This ensures every promotion gives a real raise. The MACP calculator applies the same rule for Modified Assured Career Progression upgradations after 10, 20 and 30 years.

    Annual Increment — 3% Every Year

    Each cell in the pay matrix is approximately 3% higher than the previous one. Annual increments are credited on 1 July each year (for employees joining before 1 January) or 1 January (for those joining between July and December).     7th CPC vs 8th CPC Pay Matrix

    The upcoming 8th Pay Commission is expected to multiply current basic pay by approximately 1.92× (the projected fitment factor) to arrive at the new basic. DA will reset to 0% at implementation.
