Ask any serving soldier or defence pensioner what one card they never leave home without, and it is the CSD smart card. It is the key to some of the best-value shopping in India — from a bottle of oil at the unit canteen to a brand-new car at concessional, tax-relieved prices.
But the CSD system confuses a lot of people, especially the online AFD portal. This guide clears it up: what CSD is, how the smart card works, how to log in to the AFD portal, and how to actually buy a car, bike or appliance through it.
What is CSD? (Full form and purpose)
CSD stands for Canteen Stores Department — a department under the Ministry of Defence that runs India's largest retail chain for the armed forces. It supplies subsidised goods to serving personnel, ex-servicemen, and their families through more than 4,000 Unit Run Canteens (URCs) across the country.
Because CSD goods carry concessional GST and no dealer margin, prices are noticeably lower than the open market. That is the whole point of the entitlement.
There are two very different kinds of CSD shopping:
- Grocery & liquor — everyday items bought in person at your URC using the CSD smart card.
- AFD (Against Firm Demand) — big-ticket items like cars, two-wheelers, refrigerators, ACs, televisions, washing machines and laptops, bought through the online AFD portal.
The CSD smart card
The CSD smart card is a QR-code-based card issued to entitled personnel. It stores your entitlement and is scanned at the URC billing counter. Two categories exist — a grocery card and a liquor card — often combined, with monthly and annual monetary limits set by rank.
You apply for the card through your parent URC with your service/discharge documents; serving personnel, pensioners and war widows are all eligible. Keep the card active — it is also your identity for the AFD portal.
The AFD online portal (afd.csdindia.gov.in)
Since 2021, all AFD-I purchases (cars, bikes, white goods) move through the official portal afd.csdindia.gov.in instead of paper demand at the depot. Here is how it works:
Registration and login
- Go to the AFD portal and register using the mobile number linked to your CSD smart card.
- Verify with the OTP; your entitlement is pulled automatically from your smart-card profile.
- On later visits, log in with your registered mobile number and OTP (or the QR on your card).
Buying a car, bike or appliance
- Browse the AFD catalogue and pick the exact model/variant — CSD lists ex-showroom AFD prices that already include the tax concession.
- Place the demand online and pay the CSD portion; you receive a supply order / availability certificate.
- Take it to the empanelled dealer in your city to complete registration, insurance and delivery.

Entitlement and limits
AFD entitlement is periodic, not unlimited. In broad terms, a four-wheeler can be purchased once in a fixed number of years (based on rank and engine capacity/price ceiling), and white goods have their own frequency limits. The exact ceiling depends on your rank and pay; the portal shows your live eligibility once you log in.
Ex-servicemen retain CSD and AFD entitlement for life, which is one of the most valued post-retirement benefits — alongside ECHS medical cover and the wider ex-serviceman benefits.
