What is a Central Government holiday home?
A Central Government holiday home is short-stay accommodation owned by the Directorate of Estates (Ministry of Housing & Urban Affairs) and maintained by CPWD, open to serving and retired government employees at subsidised rates — typically from ₹150 a night for an employee, against several thousand at a private hotel in the same town. Booking is only through the eSampada portal. There are roughly 58 properties nationwide: 20 leisure holiday homes across 19 stations, and 35 Touring Officers' Hostels for duty travel.

They exist for official travel, so a duty booking outranks a leisure booking at the same property. If rooms are free, employees and pensioners on a personal trip can book them too — and because most sit in Category B and C cities, they are often the cheapest legitimate bed in an expensive city.

The 60 / 30 / 15-day booking window
This is the single fact that decides whether you get a room. Allotment is first-come, first-served — not a lottery, not by seniority — subject only to eligibility and payment. A serving Central Government employee may book 60 days before check-in. A retired Central Government employee gets 30 days. Everyone else — State Government, UT, PSU, autonomous and statutory bodies, serving or retired — gets 15 days.
Read those two facts together and the strategy is obvious: for Shimla in May, Goa in December or Ooty in April, the room is effectively decided in the first hour of day 60. Use the calculator above to get your exact date, set a reminder, and complete your profile verification weeks beforehand — on booking morning you want to be booking, not uploading a PPO scan.
Pensioners, plan around this. A 30-day window is a real disadvantage at marquee hill stations in peak months. Two ways around it: target shoulder season — the same property at the same tariff in September rather than May — or target the stations that do not clear instantly, such as the Category C properties at Amarkantak, Madurai, Patna and Bhubaneswar, or a Touring Officers' Hostel.
What a holiday home costs — city category A, B and C
You do not choose a rate. eSampada derives it from city category (A, B or C), room type, and your occupant category. Category A covers Delhi, Mumbai, Kolkata, Chennai, Goa, Shimla, Nainital, Mussoorie, Udaipur, Agra and Mysore; Category B covers Kochi, Thiruvananthapuram, Ooty, Jaipur, Bengaluru and Kanyakumari; every other station is Category C at proportionally lower rates.

How to read that table: the low column is what a Central Government employee or pensioner pays. The high column is the private-guest tariff. So the widely-shared "₹150 a night in Shimla" claim is broadly true for you and misleading for the friend you bring along. Note also that VIP suites carry a separate eligibility bar — Grade Pay ₹8,700 and above for the VIP suite at Grand Hotel Shimla, and gazetted officers with Grade Pay ₹4,600 and above elsewhere. Rates are room rent only: food is extra, arranged with the catering contractor at the property and paid directly on site.
Who is eligible, and what you need to book
Eligibility is broader than most people assume — it is not restricted to serving Central Government staff. Members of Parliament, serving and retired Central Government employees, serving and retired State Government and UT employees, and employees of Central and State PSUs, autonomous bodies and statutory bodies can all book. You may book for yourself, your spouse, dependent family members and guests, though guests pay the higher tariff and a guest travelling without you must carry a self-attested copy of your government ID.
Keep ready before you start: Aadhaar and PAN, a passport-size colour photograph, a scanned employer-issued ID card — or your PPO / Pensioner Identity Card if you are retired — a working mobile and email for OTPs, and either a Leave Sanction Order (leave or LTC) or a Tour Order (duty). Stay rules that catch people out
Maximum 5 nights — except where it is 3. Mussoorie, Goa and Udaipur are capped at three nights. Check-out is 9:00 AM, not the private-hotel noon; check-in is 11:00 AM to 12:00 noon, so a late train arrival needs a call to the caretaker in advance. And there is no refund — not for an unoccupied room, a partly occupied one, or an early departure, and cancellation after confirmation is not permitted. The practical rule is simple: sanction your leave first, then book. Finally, the Director of Estates may hold rooms in reserve and can shorten or cancel a booking to accommodate VIP or official requirements — rare, but a real term of every booking.
Holiday homes plus LTC — where the real saving is
The two benefits fit together precisely because they cover different costs. LTC reimburses your travel fare — rail or air, for you and your family — and never covers accommodation. A holiday home covers the accommodation gap at a fraction of market rates. An all-India LTC to Ooty for a family of four that would cost roughly ₹32,000 privately can come down to about ₹1,000 plus food. Add the ten days of earned leave encashment claimable alongside LTC and the trip can end up cash-positive. Keep the paperwork separate, though: the Leave Sanction Order goes to eSampada, while the LTC claim goes to your DDO within six months of return with original tickets.
