    A CSD car purchase is one of the biggest money-savers the defence community gets — a brand-new car with a large slice of GST waived, saving anywhere from ₹1 lakh to ₹3 lakh. But the rules on who can buy, how much they can spend and how often changed under the policy effective 1 January 2023.     Who is eligible for a CSD car

    Eligibility runs across all ranks in Pay Level 1–18. That covers:

    • Serving Army, Navy and Air Force personnel
    • Retired defence personnel (ex-servicemen)
    • Defence civilians
    • Eligible widows and family pensioners

    The scheme is administered by the Canteen Stores Department (CSD) through its AFD (Against Firm Demand) online portal.

    The price ceiling (excluding taxes) and how many cars you can buy in a lifetime depend on your rank:

    The first car can usually be bought after five years of service, with a minimum gap of eight years between successive purchases.

    The GST concession — where the real saving is

    When you buy through CSD, you get a 50% rebate on the GST component. Instead of the usual 28%, the effective GST works out to about 14%. On a mid-size SUV that can mean a ₹1–3 lakh lower price than the open-market showroom cost — the single biggest reason the CSD route is worth the paperwork.

    Note: a CSD car generally cannot be sold or transferred for five years from the date of purchase. Plan for a car you intend to keep.

    How to buy a car on the AFD online portal

    The process is fully online through afd.csdindia.gov.in:

    1. Register on the AFD portal with your service details and contact information.
    2. Wait 2–4 days for CSD to verify your account — you'll get an approval SMS/email.
    3. Get an availability certificate for your chosen model from an authorised CSD dealer near you.
    4. Place the online order — select the car, brand, your State, CSD depot and the dealer who issued the certificate.
    5. Pay after demand approval, then collect the car from the dealer.
