How pay fixation on promotion works under FR 22(I)(a)(1)
When a Central Government employee is promoted, their pay is re-fixed using Fundamental Rule 22(I)(a)(1), codified in CCS (Revised Pay) Rules 2016, Rule 13. The mechanic is simple: grant one increment at the existing Level (3% bump, rounded up to next cell), then fix pay at the first equal-or-higher cell in the promotion Level. The Date of Next Increment (DNI) is then set per the 1 July / 1 January cycle.
DOP vs DNI option — pick the better one
Employees have a one-time option, exercisable within one month of joining the promotion post, to choose when pay is fixed. DOP (Date of Promotion) fixes pay immediately. DNI (Date of Next Increment) defers fixation until the next 1 July increment is added in the existing Level, then applies promotion fixation. DNI usually pays more when the promotion occurs in the second half of the year. Calculate both above before signing the option.
