    Who is implementing the 8th Pay Commission?

    The 8th Central Pay Commission is chaired by Justice Ranjana Prakash Desai, a former judge of the Supreme Court of India. It was set up by the Union Government, which will take the final call on accepting its recommendations.

    Part-time member Prof. Pulak Ghosh (IIM Bangalore) and Member-Secretary Pankaj Jain complete the panel. The Commission has 18 months from its constitution to submit recommendations.

    Pay Commission History: 1st CPC to 8th CPC

    India has had eight Central Pay Commissions since 1946. Each one revises the pay structure, allowances and pension for Central Government employees and pensioners — roughly once a decade.

    Basic Pay

    The foundation of your salary, fixed by your pay level in the government pay matrix. Under the 7th CPC (2016), each level has a specific basic pay. The 8th CPC is expected to apply a fitment factor (estimated 1.92×), boosting basic pay by ~92%.

    Dearness Allowance (DA)

    DA offsets inflation and is revised every six months. As of January 2026, DA stands at 60% of basic pay. Under the 8th CPC, DA is expected to reset to 0% with the previous DA merged into the new basic.

    House Rent Allowance (HRA)

    HRA depends on your city classification — X (metro), Y (tier-2), or Z (other). Once DA crosses 50%, HRA rates step up to 30 / 20 / 10% of basic pay respectively.

    Transport Allowance (TA)

    TA is a fixed amount based on pay level and city. Cities X & Y get TPTA rates; Z cities get a lower base. DA is also paid on the TA amount, increasing the total.

    Your monthly pay starts with basic pay from the 7th CPC pay matrix, on which every allowance is built. The largest add-on is Dearness Allowance, currently 60%, revised every January and July from the AICPI-IW index.
