The Department of Ex-Servicemen Welfare has revised ECHS Polyclinic medical officer remuneration for contractual staff, raising monthly pay for Officers-in-Charge, Medical Officers, and specialists across the ECHS Polyclinic network. The order was issued by the Ministry of Defence, addressed to the Chief of Defence Staff and the three Service Chiefs.

The Revised Pay Rates

Here’s exactly what changed, category by category:

S.No Category Current Fee (₹/Month) Revised Fee (₹/Month)
1 OIC Polyclinic 75,000 95,000
2 Medical Officer 75,000 95,000
3 Dental Officer 75,000 95,000
4 Medical Specialist 1,00,000 1,30,000
5 Gynecologist 1,00,000 1,30,000
6 Radiologist 1,00,000 1,30,000

The pattern is straightforward: the OIC Polyclinic, Medical Officer, and Dental Officer roles all move from ₹75,000 to ₹95,000 per month — a ₹20,000 increase. The three specialist categories (Medical Specialist, Gynecologist, and Radiologist) all move from ₹1,00,000 to ₹1,30,000 — a ₹30,000 increase.

The Reference Chain Behind This Order

This revision builds on a series of earlier Ministry of Defence letters governing ECHS Polyclinic contractual remuneration:

  • MoD letter No. 24D(50)/2007/US(WE)/D(Res).Vol-II, dated 3 May 2016 and 2 June 2017
  • MoD letter No. 22D(25)/2017/WE/D(Res-1), dated 20 November 2017

The sanction for this latest revision came with the concurrence of MoD (Finance/Pension), per their Note No. 33(05)/2009/Fin/Pen dated 27 November 2024.

The Broader Terms for Re-Engaged Retired Contractual Staff

Beyond the headline pay rates, the order confirms that remuneration, allowances, and leave for re-engaged retired contractual staff continue to follow OM No. F.No.3-25/2020-E-IIIA, dated 9 December 2020, issued by the Department of Expenditure, Ministry of Finance. The key conditions are:

Fixed remuneration formula: Your monthly remuneration during the contract period is a fixed amount, calculated by deducting your basic pension from the pay you drew at the time of retirement. Once fixed, this amount stays unchanged for the entire term of the contract.

No increments, DA, or HRA: During the contract term, you don’t get annual increments, Dearness Allowance, or House Rent Allowance — the fixed remuneration figure is what you receive throughout.

Fixed Transport Allowance: You’re allowed an appropriate, fixed Transport Allowance for commuting between residence and workplace, capped at the rate applicable to you at the time of retirement. This amount also stays unchanged through the appointment term. However, you can still claim TA/DA for official tours, based on your entitlement at the time of retirement.

Leave entitlement: You get paid leave of absence at the rate of 1.5 days for each completed month of service — so a full year of service would earn you 18 days of paid leave.

When This Takes Effect

The revised rates are effective from the date of issue of this letter. Since the document is dated 24 July 2025, that’s the effective date for the revised pay structure — worth confirming with your specific Polyclinic administration if you’re checking your own contract’s applicable rate, since implementation timing can vary slightly by unit.

Who Signed This and Where It Was Sent

The order is signed by L. Fimate, Under Secretary (DWE), and addressed to the Chief of Defence Staff, the Chief of Army Staff, the Chief of Naval Staff, and the Chief of Air Staff. Copies were marked to the SO to RM, PS to RRM, PPS to Secretary (ESW), PPS to FA DS, PPS to JS (ESW), PPS to JS/OSD (WE/I&C), MD ECHS, CGDA, PS to Addl. FA (RK) & JS, and all PCsDA/CsDA.

What This Means If You’re a Contractual ECHS Medical Officer

  • If you’re an OIC Polyclinic, Medical Officer, or Dental Officer, your monthly remuneration has increased by ₹20,000, from ₹75,000 to ₹95,000
  • If you’re a Medical Specialist, Gynecologist, or Radiologist, your monthly remuneration has increased by ₹30,000, from ₹1,00,000 to ₹1,30,000
  • Remember this is a fixed contractual remuneration, not a regular salary — no increments, DA, or HRA apply during your contract term, and the figure remains constant throughout
  • Your Transport Allowance is separately fixed based on your retirement-time entitlement, and TA/DA for official tours follows your retirement-time entitlement as well
  • You continue to earn 1.5 days of paid leave for every completed month of service under your contract
